When I'm using YouTube for example, if I pause the video and double-tap my AirPod it resumes YouTube video instead of resuming Spotify music.

However, if I try to do the same manipulation with the keyboard play/pause key, it works just fine.

Came here to post this. When set to prioritize Spotify, using the AirPod double tap opens iTunes for me.
