BevelType not working correct #178

What steps will reproduce the problem?
1.attach BevelType=1 or BevelType=2 to an element of your choice

What is the expected output?
Border around the Meter as set by BevelType

What do you see instead?
The top-line of the border has one of its lines drawn "somewhere" outside the 
element (see attached picture)

What version of the product are you using?
V1.4 R698 32Bit

On what operating system?
XP Service-Pack 3

Refinement: BevelType is not correct only, if the meters X- or Y-position is 
relative defined (r or R) and the meter is not the first one.

BevelType is an option for whole skin window and is not for each meters.
And the feature works correctly only in [Rainmeter] section (with 
BackgroundMode=2).
It will cause malfunction like SS if BevelType is added to a specific meter.

Then the documentation has to be updated because BevelType is included in 
"Meters/General Settings"... (Rainmeter 1.4 beta docu)

You can use BevelType in Meters.
I'm not sure that it's a bug, but I'll look at.
