Doesn't appear to have a GeoJSON in it, however. So will require some investigation. ArcGIS is out of my area of expertise, so will have to do some research.

Ah it looks like the download is a shapefile (like a zip file with a bunch of files inside).

This is a nodejs option for converting from shapefile to geojson that I've used before: https://www.npmjs.com/package/shapefile

The command-line usage for it looks reasonable:

shp2json example.shp

I realized there were a couple steps that I didn't put in the issue so just updated that here and in #1.
