For 4.) I would like to put the late locking on top (or at least top 10) to fix some issues (add features) .

The late locking feature is enabled on the wallet and can be used with the -l flag. There is a known limitation currently in that the transaction cant be finalized if the required number of inputs changes. This could be solved by adding a second kenrel that pays for the difference.

@MCM-Mike point 4 is for governance related priorities. If there's time, we could review the dev priorities in the meeting, but I added your point to the dev meeting agenda in any case. https://github.com/mimblewimble/grin-pm/issues/391
