Foreign api get_blocks doesn’t return genesis block #3772

Describe the bug get_blocks with starting height 0 doesn’t return genesis block.

To Reproduce Steps to reproduce the behavior:

  1. Call get_blocks(0, 10, 1, true) returns block with height 1 instead of 0.

Since get_block(height=0) returns genesis block it would be better if get_blocks would also return it.
