please can someone create plugins like in webui in utorrent to auth

i need to set username and password

Try to read the project documentation. "Authorization may be provided by 
web-server's
means only and does not depend on ruTorrent.".

as novik says, it's quite simple to set up authentication via your webserver.  
Which
web server do you use?

for apache see http://httpd.apache.org/docs/1.3/howto/auth.html
for lighttpd see http://redmine.lighttpd.net/wiki/1/Docs:ModAuth
for cherokee see 
http://www.cherokee-project.com/doc/cookbook_authentication.html
for anything else, try google.
