feature request: Impliment fast resume

It's common practive for rtorrent command line users to use a fast resume
script to prevent hashing of self create torrents (or torrents you are
uploading to another site)

This is the script

It would be amazing if this could be worked into rutorrent.  perhaps a
check box on "add torrent" dialog
Add [] with fast resume.

this should also be a feature (the default?) for CREATE torrent.

Warning - web-server user must has read access to .torrent data files.

This is  great news.  As always, you are my hero.

rutorrent has been the best webui for awhile now but you are adding truly great
features in 3.0

I can only think of 2-3 more things which my clients request...as always, if 
there is
anything i can do let me know,.
