torrents set to inactive (finished) but won't seed. #211

What steps will reproduce the problem?
1.run rtorrent with autotools for a long time
2.stop rtorrent with many torrents running
3.restart rtorrent

What is the expected output? What do you see instead?
A bunch of torrents fall into "inactive" state.  When you try to restart
them, they start for a little bit, then stop.  This is almost always due to
some kind of ratio setting.  I have no ratio settings so i'm confused as to
what is causing it. I don't remember this error ever popping up before i
used auto-tools...i'm not sure if this is the exact problem or not but
after googling the issue, it's normally due to ratio reached or disk
space...neither of these should be happening...so i'm confused.

If i start them, they run for like 10 seconds, even upload, then stop.
if i delete them and add them back, they hash, then run permantly.

This may have been a tracker related issue.  It seems that waiting 5 minutes and
restarting the torrents seems to give better results.
