Server no stopping right

When I write /stop the server shuts down and nothing happens, it stops at saving the world

mcmt doesn't need cupboard, try remove it

i never experienced issue with server stopping. are you using pure forge server?

Try creating a map with any mod on a regular Forge, then turn off the server. And add the MCMT mod and start the server and then turn it off.
