Adding cities

I am currently checking whether we can reintroduce the cities without dirty workarounds.

Problems so far:

• every city gets companion ship design (which we don't have)
• every city needs referencing species class (not a real problem currently, we have them)
• missing Ecumenopolis image set

My next step will be to ask in Stellaris Modding Discord channels if there are possibilities. I really like those city images.

Actually it would be even better to split the backgrounds mod from the portraits mod altogether and keep it pure. I think I tried it 2 years ago but something kept me from achieving it. There was some connection between cultures and cities I just could not get around.

But yeah, I'd like to expand on the cities as well.
