为了解决 手机访问HTML页面时，HTML页面无法提供像系统原生APP那样的通知（无法在网页最小化时，可以弹出通知到系统通知栏）
尝试使用HTML5 Notifications API，这个API对浏览器的版本要求比较苛刻，比较新版本的浏览器才支持
