Update README.md with build and deploy instructions, rename test file to match class name. #7

OpenCoverRunner-agentTests/src/When_getting_ReportGenerator_arguments.java had a lowercase 'r' in report, this did not match the class name and the build would fail.

Update to the README.md with steps needed to get the project built and deployed.
