Solving mixer ties with runtime as second criteria #1192

Solving https://github.com/mindsdb/lightwood/issues/1135 . @paxcema Please review this. My approach is a little bit different from the approach mentioned in the comments on the issue. I tried to use runtime _log. Let me know if you want any changes.
