Motivation

refactor train_with_func which is Mixed(PyNative+jit) mode using value_and_grad
drop modelart. The argments is outdated and a new wrap-based launcher is in progress
fix bug of logger when distribute=False

Test Plan

resnet50 on mindspore2.0 got 76.1%
