Motivation

增加ppocr模型下载，转换为mindir的工具脚本。目前支持ch_PP-OCRv4, ch_PP-OCRv4_server，使用方法
```
cd tools
bash paddle2mindir.sh -m=ch_PP-OCRv4 -p=ppocr_models
```
