Add pfa/fas and modify run scripts #56

  1. 增加pfa和fas启动开关。目前仅支持全量场景，增量待接入ifa。（配合mf pr：https://gitee.com/mindspore/mindformers/pulls/2015使用）
  2. 修改启动脚本支持任意位置卡号
