ToDo: Add dragons as a civilization (on the ground) #47

My plan is for dragons to rule the skies. Later-game players will be able to build flying contraptions (first hot air balloons, then planes) and have to compete for sky-space against dragons.

But dragons would need a place to land, of some kind. There is currently no dragon civilization on our list. This should be added and included like the other civilization types. This will be land used for dragons to sleep, take care of young, and whatever else dragons do, but their focus will still be on dominating the sky.
