the extension cannot be activated in win7 #3

I install the extension in offline mode with the command "code --install-extension xx.vsix",however the extension cannot be activated and I cannot find any settings about the extension.Could you please help me fix the problem.Thx

The offline mode installation works fine here in win10, it should also work for win7. One possible reason is your VSCode version is too old to install the plugin, would you please tell me the version you are using now?
