Gradle 7 Support and Kotlin DSL Rewrite #10

This'll update the template to use the latest Gradle version with 0 deprecations, it'll add gitignore support for IntelliJ, and it'll rewrite the build files with the Kotlin DSL.

Sorry mate, kotlin buildscript was vetoed by the 5/5 admins who voted, and the remaining ~3 admins didn't vote
