Hi, I don't have a Google / Android device. https://play.google.com/store/apps/details?id=com.mojang.minecraftpe doesn't appear to allow me to purchase the game.

What is my recourse please?

Download an android vm with google play services installed (it's free, e.g. android studio emulators, genymotion etc.)
Login to Google play inside the vm
Buy the game online (your error should be resolved) or inside the vm
You can now safley remove the vm from your computer, the launcher does the remaining work to download the game incl. updates.
