Rcon unreliable #2

The rcon command seems to be unreliable. Have frequent connectivity issues.

Specifically, podcraft rcon (backed by the cmd binary) fails frequently with:

Error running command: IO error: Could not read enough bytes
Error: non zero exit code: 30: OCI runtime error
