Add skins updater chat command #29

Fixes #21 Adds the command /skinsdb_download_skins <skindb start page> <amount of pages>

@SmallJoker , since I am away (nearly) from minetest you can get review from any of the minetest-mods mebers for my mods. See It's time to say goodby - my mods #74

Tested with MT-5.0.1 - nothing broken. With Mt-5.1.0-dev tested previously

@bell07 I did not see that post before, thus I everything were still going normal. Too bad you're no longer actively modding. Nevertheless I appreciate your testing and would be happy to still have you as a "safety rope" for your mods. Minetest-mods is large, thus it's hard to have an issue overview - or even knowledge about the code to fix issues which are freshly reported.
