If you mean create a repository and shove every texture pack in that respository, then I am against that. I like the seperation such that each project has its own dedicated repository

perhaps make a website which links to all the texture packs would be a better idea, but maybe someone has already done this
No, I mean separate repositories under one organisation, the way minetest-mods are doing it. (one repo for all packs would be utter madness 😄 )

Yes I did! I think we start out with our pack, then reach out to certain other maintainers eventually.

Here's an idea. There's an Github organisation called minetest-mods that collectively manages a collection of mods. Why don't we start "minetest-texturepacks" and put Good Morning Craft there? It could serve as a mark of quality of the texture packs and an assurance that the pack is being actively maintained.
