The "Approve" button don't show correctly #419

I am submitting a bug that @ROllerozxa suffered. I cannot provide much detail as I am not the one performing direct approval operations.

Summary

In @ROllerozxa's attempt to approve my package on the official CDB, he/she cannot find the “Approve” button, though be an “Editor” and should be able to approve packages.

Steps to reproduce

Submit a package, and let others try to approve it, on the CDB.
