This is a very meaningful job, but I would like to ask how to obtain the video data for the Charades-Sta and ActivityNet Captions videos?

You can download the videos from their official website.

For ActivityNet Captions dataset, you can download videos from http://activity-net.org/download.html. You may also need to fill in this request form.

For Charades-STA dataset, you can download videos from https://prior.allenai.org/projects/charades.
