2024 and a masters degree top of the class old school isn't enough to install this thing hassle-free.

https://github.com/mstorsjo/llvm-mingw/releases with this I get as far as having to figure out which executable should be added to path, maybe just bin/clang.exe?

Just add the bin directory of llvm-mingw. Also, llvm-mingw and mingw-w64 are two different project. llvm-mingw binary tarball already provides somewhat latest mingw-w64 headers and libraries.
