Can't get the controller to pair #18

As soon as I click connect the controller light just turns off. Blue light flashes 3 times but I can't get it to connect by windows settings so I used Microsoft bluetooth LE explorer but no luck still. All help would be appreciated. P.S I am on windows 11 if that helps

on one of my windows 10 machines it doesn't work either and won't even show 3 blue light flashing it just turns off

I have same issue but mine flashes red,green,blue and when I try to connect the lights turn off. I even tried to connect to my S22 ultra and its the same thing. Maybe defective remote??
