Allow setting explicit minimum/maximum zoom levels on the MapView #418

There have been numerous people who find it difficult to get the maps to limit 
the allowable min/max zoom levels. Normally we suggest they create an 
appropriate tile source. But it would be trivial for us to add a way to 
override the min/max zoom level and I think people will find that easier 
particularly if they want to limit the zoom levels in coordination with setting 
a limited scroll area.
