Overide Which Databases to Include/Exclude in Tests #22

Currently the list of Included/Excluded databases to test is hardcoded in the 
build file. We need to 
separate those out and allow them to be overridden by individual developers.

SVN 76.
Add an include 'local.properties' to allow developers to override properties - 
most specificaly the tests to exclude 
in case they don't have all the DBs locally.

Included a local.properties-example to get people started.
