Configure a simple CI / CD pipeline

[x] Build Code & Run Linter on PRs
[x] Build alpha artifacts of mod when merged in master (available at build/libs/...)
[ ] Release artifacts (We have to decide where)
[ ] (optional) build release artifacts when on release/** branch

With 2647ab3686ab11a01a90acbb64a6881ec65ea3be we've added a build at push / pr which builds the mod and also runs linter (thanks to #9)
