Dependency updates & _site cleanup

• Use Jekyll v4.3 and Ruby v3
• Add gems for windows users
• Exclude files from _site build (e.g., close #147 )

Thanks for this update! Would be wonderful to have the documentation reflect this. https://minicomp.github.io/wiki/wax/setting-up-your-system/ still says Ruby needs to be between 2.4 and 3.0
