Trying to keep up with all the package changes over time, upgrading Babel and Webpack, etc

Minimizing technical debt

Upgrading Babel to 7.x.x
Upgrading ESLint to 5.x.x and using latest AirBnB ESLint presets.. which caused a bunch of new nit picks that I also fixed
Upgrading Jest to 23.x.x
Upgrading Webpack to 4.x.x
