Karma points earned for upvotes on submissions #47

It seems like one earns ½ karma points for every upvote on submissions. If this is true, it seems undocumented.

And I'm not sure this applies to Ask HN posts (or possibly all link-less posts), where the upvotes don't seem to count for anything. Can anyone confirm or deny that?
