Flash overlay #21

Overlay link for SWF banners. So it is possible to track views and clicks for flash banners. And also make flash banner clickable without having to edit banners in Adobe Flash.

The implementation is based on banners module in Bitrix CMS.

Example of working banner on http://test.sibdepo.ru in the header of the site.

If the link for banner is not set, the banner is displayed as usual.
