How to install minishift in air-gapped or disconnected environment, getting the error

"msg": "Failed to connect to dl.fedoraproject.org at port 443: [Errno -2] Name or service not known", 
"status": -1, 
"url": "https://dl.fedoraproject.org/pub/epel/epel-release-latest-7.noarch.rpm"

Have manually installed this package but still after executing the command, getting the error ansible-playbook -i /home/lmain/hosts prerequisites.yml
