🐞 Dependabot isn't tracking Terraform ecosystem properly for some components #4376

Describe the bug.

:dependabot: isn't properly tracking Terraform, some are stuck on 5.47.0, while some are on 5.50.0

Expected Behaviour

Dependabot tracks all Terraform ecosystem updates

Dependabot on GitHub Actions is GA (https://github.blog/2024-05-02-dependabot-on-github-actions-and-self-hosted-runners-is-now-generally-available/) and enabled from minstryofjustice, I have enabled for analytical-platform

We are still working with engineering on the issue, but don't yet have an ETA on a resolution- but we will update as soon as we have more information to share.
