Adding newly required permission for latest botocore version

Pull Request Objective

This PR is in response to a customer report from the Data Modellers. There will be an acompanying permission change in data-engineering-database-access to reflect the same permission at a user level. This new permission is due to a difference in how a newer Botocore version carries out database operations.
