📖 Migrate jobs from `github-actions-moj-CoFBZ3xV` EKS Cluster

Proposal

As per this thread. Migrate any existing workloads from the github-actions-moj-CoFBZ3xV cluster in analytical-platform-compute-* prior to decommissioning it.

This ticket precedes this ticket to decommission the cluster.

Value / Purpose

Consolidate compute, reduce cost.

Definition of Done

• [ ] Establish what workloads are running on the cluster and what role its using
• [ ] Create an equivalent role for use with IRSA
• [ ] Create/update any shared GitHub Actions actions
• [ ] Migrate them to GitHub Actions hosted runners
