'Describe any contact...since the incident' may be best. 'Could the offender benefit' is not the right question. I would say it is for us to make that decision based on what they tell us.

This Pull request removes the question "Do you have contact with the offender" as in USer research last week we found this to be a blocker for users to continue with the application.
Therefore we have reworded the question "Do you have any contact with this person?" to "Have you have any contact with this person since the incident?" and allowed users to select a checkbox if they have not had any contact with the offender.
There are several ways to write this content. So far I have thought of:
I can't help bu think what we really want to know is if the offender could benefit from the money we pay.
So why not just ask that, like this Could the offender benefit from any money we pay you? We can not pay compensation if the offender could benefit
