This Pull request adds the ability to add offenders.
However, it's not finished it needs the following things:
remove is not currently working for some reason
when an offender is added the title of the section should be incremented by 1
I think I probably need some help from either @armoj or @sinclairs to get this working. I'm sure it's not hard but I have reached the end of my Googleing to make this work.
