This covers the "Global Protect users can access CLA Frontend" part of LGA-2885.
This PR doesn't remove access from "MoJ Digital Wifi & Digital VPN". Rather than switch off access from that in this same deployment, I suggest we have a short period of overlap, where both VPNs can be used, to allow all devs to check the new arrangement works for everyone. So removing that IP from the list can be a follow up change.

Tested successfully on the branch environment, with just GlobalProtect VPN enabled: https://allow-access-from-globalprot-laa-cla-frontend-uat.apps.live-1.cloud-platform.service.justice.gov.uk/auth/login/
