OpenSearch migration: comms for moving DASHBOARDS

Background

We will no longer move dashboards for our users, if users want to have the same dashboards on the new opensearch they will need to move the dashboard themselves. Communicate this to our users.

Also announce that ElasticSearch is being deprecated, we encourage users to adopt and use the OpenSearch cluster and URL
