Runbook-bot enhancements

Background

Runbook-bot was started as a part of a firebreak sprint, there are still some improvements that need to be made to enable this to be used, such as:

• Hosting on CP
• Adding to list of alerts and runbooks
• Moving the alert list to somewhere like a dynamodb to enable it to be updated whilst running
• Enable slash commands for the bot and update config using it
• Improve message handling
