Replace terraform docs workflow across all cloud-platform repos with one from cloud-platform-github-workflows

Once #6298 is complete we need to replace all instances of the old wokflow with this standard one. Instead of having all the logic for the worklfow per repo we can replace it with something similar to this.

Here is a list of repos that need to be updated.

Is it worth considering setting up (note there is a terraform template repo) a template repo with all the actions in?
