📘 Schedule regular manual RDS snapshots for FMD and DataHub #804

Context

As we are using Cloud Platform's RDS module for deployment, we get 7 daily* rolling snapshots. We should schedule regular manual snapshots in case there is an issue with these snapshots, or if there is some information that we wish to restore that rolls off beyond the time horizon of these snapshots (e.g. something happened a month ago and we lost some information that we'd prefer to have).

For example we could take a snapshot every 2 weeks and retain the most recent 3 of these.
