Monitor Notify URL format bug - update templates once fixed #963

The "report an issue with metadata" feature is affected by a bug in GOV.UK Notify which incorrectly formats URLs ending with a bracket character.

We have added a note to the email templates about this bug, so once it's fixed all we need to do is update the two templates.

This issue will need to be bumped between sprints until we get a fix from GDS.

Hi Jeremy, I replicated your issue and I can see how it's a problem - you are right, adding a hash or ampersand would work for an explicit link, but not for an embedded link. I will create a bug card for this, but I can't promise how quickly we'll be able to look into it and implement a fix. We will keep you updated.
