Making it clear SENSITIVE is a protective marking. #7

OFFICIAL is the classification and SENSTIIVE is a protective marking applied to OFFICIAL classified data. Small change to the language to make this clear.

SENSITIVE isn't a protective marking - it's a handling caveat (https://www.gov.uk/guidance/official-sensitive-data-and-it).

@lazzurs Thank you for your suggestion. Perhaps you'd like to revisit it, in the light of the clarification about SENSITIVE being a handling caveat?
