What about govuk-docs or govuk-mkdocs?

Not a must but would be good to follow naming convention https://www.mkdocs.org/dev-guide/themes/#developing-themes:

The name should follow the convention mkdocs-themename (like mkdocs-bootstrap and mkdocs-bootswatch), starting with MkDocs, using hyphens to separate words and including the name of your theme.

Sure. I was thinking about the consistency with other packages in the x-gov repo. I suppose it depends if we think of the template as more of a theme also.
