User Story

Snapshots have been shared with the long-term-storage account, we need to:

[x] copy shared snapshots to the long-term-storage-account
[x] create volumes and EC2s from the snapshots and check the data is accessible
[x] delete the EC2s and import the volumes and snapshots into terraform.
