As a modernisation platform engineer I want to create a module for build pipelines in the ami builder repository So that I can reduce the amount of duplication

As part of https://github.com/ministryofjustice/modernisation-platform/issues/2942 the ami builder repository was identified as containing four very similar pipeline.tf files:

• linux pipeline
• rhel7_pipeline
• windows_2019_pipeline
• windows_pipeline

These should be refactored into a module that can be called and supplied with inputs.
